ABOUT THE CENTRAL LIBRARY: Circular for Library Users, 23 Sept. 2023
The IIT Delhi Library System comprises of a Central Library and 33 departmental libraries collectively supporting the teaching, research and extension programmes of the Institute. The Central Library houses over 300000 documents comprising of books, theses, journals, videos, etc. in the field of engineering, science & technology, humanities, social sciences, and management. All in-house operations of the library are fully computerized using the Koha library management software that also provides web-based access to the catalogue of the Central Library and some Departmental Libraries. It has an RFID-based automated library system and a wide variety of printed and electronic collections catering to the needs of all stakeholders. The library is the early adapter of new and emerging technologies and services. It works on the vision to satisfy the requirements of the users using its collections and innovative services and become one of the leading libraries in the country in the field of resources, services, and technology. The Library had also served as the Headquarters to the erstwhile INDEST-AICTE Consortium, one of the earliest and most successful consortia initiatives so far taken in India. The Library currently has over 12000 registered members.
LIBRARY HOURS:
The Library remains open throughout the year except for six holidays: Diwali, Dussehra, Holi, Independence Day, Mahatma Gandhi’s Birthday and Republic Day or a declared Library Closed Day due to any government order. The book stack area at 1st floor and the Ground floor is open from 9:00 AM to 8:45 PM (Weekdays) and 10:00 AM to 6:30 PM (Weekends & Holidays). The Reading Area at the First Floor remains open from 9am to 8.45pm and the ground floor and second floor remains open from 9am to 3am on all days except exam days when it remains open 24x7. However, the Library may change the schedule as per the need without informing users in advance.
Alumni Entry:
As per the decision of the Advisory Committee for the Library (ACL), the Alumni should make an entry in the Entry Register for the purpose before using the Library. They are allowed to sit on the Top Floor only during 9am to 9pm. They are not permitted at all, during any of the Examinations of the IIT Delhi students.
LIBRARY MEMBERSHIP AND LOAN PERIOD:
All students, faculty and employees of the institute are entitled for the membership of the Library. Library membership form is available at the Membership Counter at Central Library. The Library membership can also be availed by the retired employees and Alumni of the Institute. The Library currently has about 12000 members.

BORROWING RULES:
1. The readers should check the books thoroughly for missing pages, chapters, etc., while getting them issued.
2. No book in damaged condition will be accepted from the users on return. Damaged books will have to be replaced with new books by the borrower.
LOSS OF IDENTITY CARD/ LIBRARY CARD:
The loss of an Identity Card or RFID Smart patron card should be reported to the Institute Security Office and Circulation Counter of the Library. The Institute Security or concerned section (UG/PG) will issue duplicate RFID Identity card. Contact Reader Services Division (Circulation Counter) for Tagging of RFID Smart card. Borrowers shall be responsible for any loss or misuse of their original/duplicate card.
ISSUE & RETURN TIMINGS:
1. General books are issued or returned on weekdays from 9:00 AM to 5:15 PM and from 10:00 AM to 6:00 PM on holidays/weekends at the circulation counter. However, books can be borrowed/ returned using RFID Smart card from the self-check-in/ out kiosk and Book drop box till the library opening hours which currently is round the clock.2. Text Books can be consulted within the Library premises on depositing Identity Card at Text Book counter.
3. Two textbooks can be issued on loan for two days from the section.
4. Six books from the book bank can be issued for the whole semester to B.Tech students only.
CONVENTIONS FOR ISSUES/ RETURN:
1. General books are issued to all eligible members as per their entitlements.
2. Reference books and bound volumes are issued to members with special permission. Please contact Incharge, Reader Services Division/Librarian for obtaining permission.
3. Theses, dissertations, CDs are not lent out of the Library.
OVERDUE FINE:
Items that are returned after the due date are considered overdue. The overdue fine is calculated at the following rates:
1. Re. 1 per day for the books issued from the General Section and Book Bank Section.
2. Rs. 6 per day for the books issued from the Text Book Section.
COST RECOVERY OF BOOKS LOST BY THE LIBRARY MEMBERS:
Following are the approved criteria for recovering the cost of lost books by Library members:
1. The lost book should be replaced by a new book with overdue charges if any and with processing charges of Rs. 100/- for each book.
2. In case the book is out of print or not available in the market, then double the cost mentioned in the Accession register should be charged with processing charges of Rs. 100/- for each book with overdue charges if any.
3. Minimum of Rs. 300/- to be charged with processing charges of Rs. 100/- for each book with overdue charges if any.
4. The cost of the book in foreign currency to be charged at the current conversion rate of the currency.
RESERVATION OF THE DOCUMENTS:
The books can be reserved through Library OPAC or Contact the Circulation Counter for the reservation of the Books. Only those books can be reserved, which are issued to the users and not available on the shelf. One may also send the email to: rsd@library.iitd.ac.in in this regard.
TEXTBOOK AND BOOK BANK SECTION:
The Library maintains a separate collection of text books and book bank, details of which have been covered in the previous pages.
GUIDELINES FOR FAIR USE OF E-RESOURCES AT IIT DELHI:
Usage Policy
• Electronic resources such as e-journals, e-databases, e-books etc., made available by the Central Library, IIT Delhi are for academic and research use.
• These resources can be searched and browsed and may be downloaded and printed as single copies of articles as in the case of printed library material. Downloading or printing of a complete book or an entire issue or a volume of one or more journals (called systematic downloading) is strictly prohibited.
• Use of robots, spiders or intelligent agents to access, search, and/or systematically download from these resources is also prohibited. Any violation of this policy will result in penal action as per the rules and regulations of the Institute.
• Please be aware that systematic downloading will cause the publisher to block access to the entire community of users @ IIT Delhi from accessing these resources.
The Central Library subscribes to thousands of electronic journals and bibliographic databases for its authorized users. The terms and conditions for using these resources are spelled out in electronic resource license agreements with each publisher. It is the responsibility of individual users to ensure that the use of electronic resources does not breach the terms and conditions specified in the license agreements. Licenses vary from publisher to publisher; however, the general principles are as follows:

Breaches of the license agreement with publishers could result in the suspension of access to the resources for the member institutions.
GENERAL RULES
1. All students, faculty, and employees of the Institute are entitled to the membership of the Library.
2. The Library user shall not engage in audible conversation in any part of the Library; they should observe strict silence inside the Library so that others are not disturbed.
3. Use of Mobile phones is not permitted inside the Library.
4. Users are not allowed to carry eatables/drinks inside the Library.
5. RFID Library membership card is non-transferable.
6. Personal Bags should be kept at Property Counter at own risk. No valuable items, e.g., Laptop, mobile, money, ATM Cards, etc. should be kept inside the bags. If kept, the Library will not be responsible for any such loss.
7. The library shall not be responsible for any loss or damage to the personal belongings of the users.
8. The users shall not write upon, damage or mark any book belonging to the Library.
9. Marking, scratching, damaging, mutilating, stealing, library materials or property will invite disciplinary action against the defaulters.
10. The user is responsible for any damage caused by him/her to the books or any other property belonging to the Library, shall be required to pay the penalty imposed upon him/her by the Library Authority.
11. The Security Guard at the Library gate will check all personal belongings including Library books issued to a member.
12. Books removed from the shelves, if not required further, should be kept on the nearest book trolley/ table. Please do not try to shelve them yourself. Please remember that a book misplaced is a book lost.
13. The User should check the books before borrowing to ensure that these are not damaged. If a book is found to be damaged or certain pages are missing, the borrower should get this statement recorded on the book. Otherwise, he/she shall be held responsible for the damage, discovered at the time of returning the books.
14. Users should not talk or discuss as they may disturb other Users. Reading areas are meant for individual study and research only.
15. The Library reserves the right to call back any issued book/item at any time.

17. The Central Library has built up a good collection of books in Hindi. To increase the use of Rajbhasha Hindi, Central Library offers borrowing facility of one extra Hindi Book to all its members apart from their entitlement.
18. Computer in the library premises should be used for academic purposes only. Online chatting/ dating, browsing of social networking sites is strictly prohibited. Strict disciplinary action will be taken against the defaulters.
19. Playing games/ watching movie on computers is strictly prohibited in the entire Library premises.
20. Users must carry their Library Membership card while using the Library. They must show their ID card on demand.
21. Users are not allowed to share their Proxy ID and Password with other students.
22. Changing the settings and display of the computers kept in the Library is not permitted.
23. Users should not remove/ unplug computer cables/ connections, network cables, and other peripherals/ accessories in the library.
24. Users must take care of their Pen drives, CD/ DVD ROMs, mobiles, wallets, etc. The library is not responsible for any losses.
25. The users should not leave their reading material (e.g., Coaching material, Newspapers, Notes, etc.) and personal belongings on the tables unattended. If found unattended for long-time, beyond 24 hours, it may be removed by the Library Staff/Security staff during the cleaning of tables and the library will not be responsible for the same. The same will also be disposed-off using standard procedures.
26. Users should not leave bags/books/copies on the table and cannot claim, capture, and reserve seats for future use. Capturing/reserving seats for friends/future use is strictly prohibited. Other users may remove the bags and books if these are left unattended on the tables.
27. The seats are to be used/occupied on the first-come, first-served basis.
28. Users should not rest or keep their feet on tables, chairs, shelves, etc.
29. Smoking, pan chewing and spitting in the library is prohibited.
30. Membership privileges of a user can be suspended on account of mis-behaviour with the Library staff or for indecent manners. Maintaining discipline in the broadest sense is the motto of the library.
31. These rules are subject to revision/change from time to time without assigning any reason. The Librarian is free to take any decision in the interest of the library or institution.
